PM Modi Lands IAF C-130J on Assam Highway, Inaugurates Northeast’s First Emergency Landing Facility

The Prime Minister of India, Narendra Modi today inaugurated the Northeast’s first Emergency Landing Facility (ELF) at Moran Bypass in Dibrugarh, a significant milestone for regional security and disaster management.

On February 14, 2026, the Prime Minister personally landed a C-130J Super Hercules aircraft of the Indian Air Force on a 4.2 km long fortified stretch of National Highway 127, formally dedicating the dual-use infrastructure. Built at an estimated cost of Rs 100 crore in close collaboration with the Indian Air Force, the ELF converts a portion of the highway into an emergency runway capable of handling fighter jets, transport aircraft and civilian aircraft in emergency situations.

Strategically located near sensitive international borders, the facility strengthens rapid military coordination and also serves as a vital lifeline for humanitarian aid and relief operations in areas frequently affected by floods, earthquakes and landslides.

Highlighting the significance of the project, Prime Minister Modi said, “It is a matter of great pride that the North-East is getting an emergency landing facility. From a strategic perspective and during natural calamities, this facility is of utmost importance.”

The inauguration ceremony saw an impressive air display by IAF fighter jets and helicopters, showcasing the operational capabilities of the facility. Officials noted that the ELF will serve as an alternate landing site during conflicts or large-scale emergencies, significantly improving response time and resilience across the North-East.

The initiative reflects the government’s focus on integrated development, combining enhanced connectivity with national defence needs, and promises long-term benefits for both security and economic progress in the region.
